Under UV at a party or on a gig poster they are hard to miss, but they will not glow in a dark room without help.

Two passes give solid colour, so let the first dry before going back over it. For UV work, matte black stock beats gloss, which bounces the lamp back toward the viewer and flattens the glow. Colour chips are a rough guide only, as screens and paper both change how these read.
